Which hosting option is best for me?

I need a stable, high availability service with regular data back-ups and on-site support at the University of Konstanz.
I need short-term server resources for tests, experiments, development tasks or course materials. I will take care of backing up and securing data myself. Availability is not my top requirement.
I need server space for a website, blog or other web application that is Linux-, MySQL- or PHP-based.
I need a wiki for sharing knowledge and experiences and for documentation purposes. All authorized users should be able to both view and edit the wiki pages.
