Open Educational Resources (OER)

Open Educational Resources (OER) are defined by UNESCO as “any type of educational materials that are in the public domain or introduced with an open license”. Freely available educational resources can promote the dissemination of knowledge and improve the quality of education. UNESCO sees this as an opportunity to advance knowledge societies and promote education for all people around the world.

In higher education, OER enables teachers and students to use and re-use teaching and learning materials in an efficient, quick, uncomplicated and free way. Open Educational Resources are widespread in higher education, especially in the form of courses (course formats and modules), video/audio (lecture and presentation recordings) or graphics.

The OER strategy of the Federal Ministry of Education and Research contributes to the promotion of open educational materials and the development of digital education.
